Prospective Health Across Contexts

Contextual Licensing, Developmental Transport, and Open-System Support.

Abstract

Paper II extends the prospective-health architecture of Paper I from a fixed query into changing contexts, developmental stages, and open-system support. Whole-query licensing produces context-specific requirement fibers and corresponding health-visible capacity quotients, while the underlying prospective-health normal form remains unchanged.

For a state relation between source and target systems, the paper separates three transport questions. Raw capacity determinacy is equivalent to a unique factorization on the relation-attained source carrier. Applying the same construction after quotienting by the licensed health language yields canonical attained transport of health-visible information. Where determinacy fails, an explicit relation-valued image preserves the possible target classes rather than forcing a function.

A finite developmental model separates stage semantics from horizon-dependent capacity. Stage changes can refine the licensed health-visible partition while leaving raw capacity unchanged; horizon changes can alter raw prospective capacity while leaving the licensed partition fixed. The complete two-atom capacity census determines a unique global now-to-long map in the declared representation, and explicit branching, coalescence, and raw-indeterminate/health-determinate controls distinguish the information levels precisely.

The open-system support model shows that short-horizon agreement can split at long horizon and obstruct both raw and health-visible factorization. Full health comparison requires more than functional class transport: realization compatibility and licensed adequacy compatibility are additional conditions. The paper therefore organizes contextual licensing, relation-generated evolution, quotient transport, obstruction, and full-health truth into one machine-checked hierarchy.
